Miriam Lyon Rep. Ben Cardin Progress Report for Friday 3/5 through Thursday 3/18 My priority issue is: Budget and Social Security
I. My major goals for these two weeks were to acquaint myself with my two committees and make sure to get copies of useful articles I found out to my committee members. Another goal was to complete my Issue Research Report. Another to speak to Mr. Powers about being a witness before the class. I also planned to prepare for being a witness for my committee on 3/18, and to prepare our bill, as its sponsor, for markup by 3/18.
II. Week one: 3/9 I marked up articles (“Baseline Category Totals 2003-2007” “Request for Military Spending Faces Cuts by Budget Leaders” “Medicare and Social Security Challenge”) and had them copied and distributed them to my committee. In committee 3/10 (Tier II), I explained some of the details discussed in theses articles. 3/10 I confirmed with Mr. Teel that he would be willing to swap classes with Mr. Powers at some point so that Mr. Powers could speak as a witness during classtime. In committee 3/11 (Tier I), I recommended that we schedule two witnesses per day for each of the two informational hearings next week, 3/15 and 3/17. I noted all this down as secretary of the Foreign Relations committee. Week two: 3/14 I spent three hours with Rep. Hostettler researching and note taking regarding our priority issue (my phone lines were out). 3/16 I offered to sponsor the bill and set up Rep. Ryun as co-sponsor in the House and Senator McCain as the sponsor in the Senate. I also charged myself with bringing in a large dry-erase board so as to facilitate hearings and markup in committee. 3/17 I approached Mr. Powers and asked him if he would be willing to speak to our class talking about the economic pros and cons of a balanced budget. He said that he would speak with Mr. Teel about it. I typed up my bill, slightly modified from the December, 1996 BBA. I emailed this to Senator McCain and Rep. Ryun so they can see it before I present it. I have a meeting scheduled with Rep. Ryun at Lunch 3/18 so that we can speak and organize before we present as witnesses to our committee that afternoon. lastly, I made sure to follow all my secretarial duties, including making more copies of the secretary sheets for my committee.
III. My major goals for next week are the following: Complete my Issue Research Report (the research is mostly done, the writing itself remains) Set up a hearing when Mr. Powers can come and speak to the class as a witness Role Model research
IV. I was absent on 3/8, the day of the party caucuses because on minimum days, due to my class at Cal (Greek 115, 10-11am), I miss fourth period. All other days during these weeks I was present and assertive.

_______________________________________________ IN THE HOUSE OF REPRESENTATIVES OF THE UNITED STATES March 18, 2004 Mr. Cardin introduces the following resolution: ________________________________________________
To enact an amendment to the Constitution of the United States requiring a balanced budget.
Resolved by the Senate and the House of Representatives of the United States of America in Congress assembled, (two-thirds of each House concurring therein), that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several States within seven years after the date of its submission to the States for ratification: Article: Section I. Total outlays for any fiscal year shall not exceed total receipts for that fiscal year, unless three-fifths of the whole number of each House of Congress shall provide by law for a specific excess of outlays over receipts by a roll call vote. Section II. The limit on the debt of the United States held by the public shall not be increased, unless three-fifths of the whole number of each House shall provide by law for such an increase by a roll call vote. Section III. Prior to each fiscal year, the President shall transmit to the Congress a proposed budget for the United States Government for that fiscal year, in which total outlays do not exceed total receipts. Section IV. No bill to increase revenue shall become law unless approved by a majority of the whole number of each House by a roll call vote. Section V. The Congress may waive the provisions of this article for any fiscal year in which a declaration of war is in effect. The provisions of this article may be waived for any fiscal year in which the United States is engaged in military conflict which causes an imminent and serious military threat to national security and is so declared by a joint resolution, adopted by a majority of the whole number of each House, which becomes law. Section VI. The Congress shall enforce and implement this article by appropriate legislation, which may rely on estimates of outlays and receipts. Section VII. Total receipts shall include all receipts of the Unites States Government except those derived from borrowing. Total outlays shall include all outlays of the United States Government except for those for repayment of debt principal. Section VIII. This article shall take effect beginning with fiscal year 2010 or with the second fiscal year beginning after its ratification, whichever is later.

The tempo increases the beat never ceases smiles and creases bloom all around the sound pounds their ears withered with age and years when tears reigned in the feelings reeling in their minds in time to the tempo. The tempo slows and soothes the child who sees his toes and knows finally that they're his for stomping out the beat in the heat of the summer afternoon under a harvest moon by the crest of the wave of childish laughter which swells as he yells in delight with the might only a child has in his hands as he hollers his halloos in hollow hallowed halls of hoary professors who harried hush his bellowing before he becomes belligerent-they say-but the battered boy believes better of being born than quiet beginning to bang on the baseboards the beat which bears him aloft barely above the blue bare-footed and blind he bangs out that booming beat in time to the tempo. The tempo sends ripples through the water sending thunder underground over watery graves beneath wintry waves and riding whitecaps that lap at the shore higher and higher with each pulse pushing at the sand riding the tide rising and raining on grainy beach and spraying the craggy cliffs clambering up and clamoring each crashing wave creating a cloud of diamond drops who sparkle and shine in the sun baking the beaten shore heaving and breathing heavily and deep throbbing in time to the tempo. Catch your breath.

I had hoped to have Prof. Dyck (pronounced DIKE) for classics at UCLA, but somehow I don't think I ever will:

Simi Valley police arrested a UCLA classics professor Thursday for allegedly sending pornographic material through the Internet to a detective posing as a 13-year-old girl.
Andrew Dyck, 56, surrendered to police about 1 p.m. after being told of the case against him, Sgt. Paul Fitzpatrick said. Dyck was booked on suspicion of multiple counts of sending harmful matter to a minor and was taken to Ventura County Main Jail in Ventura. Fitzpatrick said the investigation started after the girl went to the Simi Valley police headquarters with her parents and told detectives about material she had been receiving over the Internet.
Det. David Del Marto "reviewed the e-mails and initiated contact with the suspect, posing as the girl," Fitzpatrick said. Over the next four months, Del Marto, assisted by the Southern California High Technology Task force, determined that the e-mails were coming from UCLA, Fitzpatrick said.
With the assistance of campus police, the suspect was identified as Dyck, a professor of Latin, Greek and philosophy.
Dyck received his doctorate from the University of Chicago in 1975 and joined the UCLA faculty as an assistant professor in 1978. He was named a full professor of the UCLA classics department in 1988 and served as department chair from 1988 until 1991.
In July, police obtained a warrant to search Dyck's UCLA office and seized his computer. Working with the task force, Simi Valley police were able to retrieve pornographic material and related e-mails from the computer, Fitzpatrick said.
Last week, a former professor at Cal Poly in San Luis Obispo was arrested on two felony charges of possessing child pornography on his university computer.
FBI agents arrested Safwat Moustafa, 63, former chairman of the department of mechanical engineering. The investigation began after a university technician repairing Moustafa's laptop found more than 10 images of child pornography, said Assistant U.S. Atty. Rod Castro-Silva.

so it's 9pm i've written 1.5 paragraphs for my hamlet essay my mom is FINALLY out of the house for a few minutes buying some cornmeal to make me some spoon bread- comfort food! she's been on my back since 7:30, on the computer doing SAT then UCLA and other stuff. so frustrating. it's her fault i don't get anything done.
